Magistrate and Lingjun are both titles for county magistrates, the latter being more formal and respectful, while the former is more colloquial.

Yi means city, and Zai means ruler, so together they mean the person in charge of the area, akin to calling them โ€œparent officialโ€ or โ€œlord.โ€
